The first part of your post does not have any connection with the rest of your post.

Main purpose of assigning Partner Function to Account group is , while processing sales order with the customer, system will only include functions relevant for it
Furthermore, assigning Partner function to Customer account group has no link with sales order.
(I think you know this, but your above "first part" seems unclear, incorrect)
