SAP GRC 10.1- Routing is done even though there are no SoDs

I am using functional module GRAC_MSMP_DETOUR_SODVIOL to enable SoD Ccheck while access provisioning

I have confirgured two stages with only 1 path

Stage 1 : Role Owner Approval

Stage 2 : Security team approval

In stage 1 , I have enabled routing option using the functional module to check SoD's

Stage 2   - Security team approval

I have enabled RAR check mandatory in task settings .

Maintain Route Mapping

I have mapped the default initiator rule to path Direct Assignment

and functional module rule for routing from stage 1 to stage 2

There is no rule result for No SoD Violations for this functional module .

Now my issue is even though there are no SoDs , it is still sending to securiy team . Can anyone suggest what went wrong ???
