Relevance of Requirement in a step without conditiontype in pricing procedure

Hi Gurus,

I came across a pricing procedure in my project where requirement routine 2 is assigned in a step which says sub-total. I see the value as 0 against sub-total in all documents.

I would like to know what does it means here and why values are 0 in the documents.
